Elvin O'Neil "Neil" Kelley, Sr., age 78 of Seguin, passed away on September 16, 2025.  Neil was born on September 20, 1946 in St. Joseph Louisiana to Katherine O'Deal Armstrong Dodds and Benjamin Zachariah Byrd.

Neil proudly served his country in the United States Navy during the Vietnam War.  He received his Bachelor's Degree from Sam Houston State University and will be remembered as the Director of Adult Probation in Guadalupe County.  Neil was a member of First Baptist Church and was an active member of the Difference Makers Sunday School Class.

He is preceded in death by his loving wife of 51 years, Terry Lee Kelley, his parents, his siblings, Joyce Jones and husband Forest, Janice Lee, Rita Emmert, Anthony Kelley, and Lonnie Kelley, brothers-in-law, Wayne Knape, and James Durwin Gravitt, and sister-in-law, Gloria Jean Gravitt.

He is survived by his children, Elvin O'Neil Kelley, Jr and wife Anna,  and Sandra Michelle Boultinghouse and husband Stoney; grandchildren, Amanda Marie Kelley, Christopher Kelley, Brayden Lynn Boultinghouse, Caleb James Boultinghouse; great-grandson, Jackson Boultinghouse; brother, Dennis Harold Kelley and wife Jean; sister, Katherine Davis and husband Jimmy; sisters-in-law, Shirley Ann Knape, and Linda Kelley; numerous nieces, nephews, other loving family members and a host of friends.

Visitation will be held on Tuesday, September 23, 2025 from 4 to 6 p.m. at Tres Hewell Mortuary.  Graveside service and interment with military honors will be held on Wednesday, September 24, 2025 at 10:30 a.m. at Fort Sam Houston National Cemetery with the Reverend Dr. Brice Mandaville officiating.

Serving as pallbearers will be Stoney Boultinghouse, Caleb Boultinghouse, Brayden Boultinghouse, Keith Kelley, Kevin Kelley, and Kyle Kelley.
